Although Glenn is correct, that is not accurate enough to base your TDC measurement on for timing. There's been a sticky on this for a while- look near the bottom of the first page for an easy accurate method of locating TDC:

http://www.thesamba.com/vw/forum/viewtopic.php?t=233078

From there you can use a timing light with advance built in to find your 30-32°, or use basic mathematics. Measure the circumference of your pulley with a wide flexible cloth tape measure, most are about 21-22". Divide this exact measurement by 12 to get 30°, which is near where you want your total timing at 3000+RPM.

Example:
If it is 21” circumference ÷360= .058333” for one degree, or
21” ÷12=1.75” for 30°. (.058333"x30=1.74999")

30°= 1.75” from TDC.

Helpful hints- put a piece of white masking tape on the pulley where you'll be making your marks and use a very sharp pencil or fine tip pen. Once the marks are found use the corner of a file to make a permanent "nick" in the edge of the pulley for your marks. Use a toothpick dipped in white paint to fill the nick for more visibility with a timing light.

Good Luck!
