trans question in regards to shortening a shift rod

I recently purchased a shortened rolling pan and need to shorten the shift rod but I want to make sure the trans is in neutral before I measure the length to cut it to. I don't have an engine yet to mount in it, so how do I tell if the trans is in neutral since the main transmission shaft is always spinning?

The shaft / hocky stick will push in or pull out two times. Only push / pull one click. The shaft will be free to rotate a little
