top dead center on the pulley will tell you if your at top dead center for 1 or 3, you will need to have the valve cover off, and make sure the rockers don't move when the pulley is at top dead center to determine if 1 is at actual top dead center for firing postion

Smile Heads off or on has nothing to do with changing the position of the dist drive gear as long as the dist is NOT removed the gear will remain the same.

Remove the dist and turn the engine over BACKWARDS and there is a 70-30 chance the gear will pop up and drop back down moving #1 or #3 wire position 30 degrees or ONE TOOTH over....happens a lot.

Buy a Long Block and the first thing the buyer or friend does is to turn the engine over via the flywheel to feel the compression.....and 50% of the time it is backward and the drive gear pops up.....How do I know this?..........

As a engine builder got a frantic phone call for a locked up engine they bought from me.
