I would say black because it's neutral and it's not something it should bring attention to the eye

Black on a 1958. This pic is an original 1960 and they were still using black.[img]

61 and up the brackets were silver. 60 and down they are black, just like what's pictured above.

sedan:
60 and earlier-black bumper brackets, black overrider brackets

convertible:
60 and earlier-body color bumper brackets, body color overrider brackets

sedan and convertible:
61 and up -silver bumper brackets, silver overrider supports

so your 58 sedan- black, 58 convertible-body color

You mean 61 and up on deluxe is L91 silver, and standard L328 steel gray.

No, I'm in central Ca. near the coast. I do have a 65 111 that was built almost like a Canadian standard (called a 1200 Custom) sans a few different items. L-328 looks like this;

Always the same color as the bumper brackets for the current model year

For 1965 on the single blade Euro bumper and the Deluxe Towel rack bumper for Europe and all Canadian standards (1200 Customs) The blade bracket is only two piece instead of the U.S. deluxe blade bracket which has the third reinforcement piece welded in-between. So yes the brackets are different and the color.

obviously you mean 3 layer rear bracket and not 2 layer front bracket.

IMHO they should be the same color as the bumper tubes and mounting brackets.

My very reliable ex-VW partsman told me all replacement bumpers came with black everything except silver backside of the bumper and further confirmed when we opened my boxed NOS one.
