Registering foreign VW in CA

I have a VW Country Buggy, imported by OldBug.com. I've had it for years and have yet to be able to get it registered.

Any suggestions? It was never titled in CA or any other state, it was imported from Australia and sold to me via ebay in 2002 or 2003. Now, I've moved back to CA and would like to get it titled and registered as I'm interested in selling it some day and would like to drive it in local parades until I do so.

Any suggestions or ideas would be great. Our local DMV has been no help.

How To Register A Vehicle from Out-of-State (Nonresident Vehicle)
You always need...

* Application for Title or Registration (REG 343)
* Out–of–State Registration Certificate
* Verification of Vehicle (REG 343)
* Appropriate Fees
It looks like you are out of luck on the "Out–of–State Registration Certificate"
because you don't have one, but maybe you could use an out of state title service to get that.

Yeah, the DMV says that doesn't work because it has to have actually been registered and titled in another state previously.

The Country Buggy was made in and imported from Australia. It was never titled or registered anywhere in the US.

So there is no out of state registration certificate and there was never any title anywhere in the US either, just the bill of sale and maybe some importation documents. Hence my problem.

Any other ideas folks?
