009 distributor on type 4 engine

Can anyone help with this.
I have a type4 engine in my buggy. After i set TDC i was looking at the 009 Distributor and noticed that the roter is pointing at 5 o'clock and the mark on the dis rim is at the 7 o'clock position. This was notice after I have removed and replaced the leads. The question is do I put plug 1 on where the the roter is pointing or at the mark on the rim of the distributor in the order of 1432 counter clock wise.

With the engine set at TDC compression for the #1 cylinder the wire for the #1 plug needs to line up with the rotor.

I did some work on the engine and here is what I found.

At TDC the rotar and the notch on the dist rim are facing at the 7 o'clock position so I took that position as a starting point. I consulted with a VW mechanic and he said it doesn't mater which way the rotar is pointing as long as the notch on the dist is in the same place and therefore it should work fine. Also at #1 Valves are closed and #3 are rocking then i am definitely at TDC and it should be fine
Everywhere I read it says that the rotar has to face plug#1. Well it doesn't in my case and does it mater.
Any assistance would be appreciated

So at TDC compression for #1 you have lash on both valves? Just not sure what you mean by the valves on #3 are rocking.

Yes at TDC compression for #1 the rotor has to point to the #1 plug wire.

i just worked it out. the rotor was pointing at 7 o'clock that would have meant cylinder 3. so i rotated the pulley another 180 to TDC again and the rotor was pointing at cylinder one. now i thing i am at the right position to do the valve check

One full turn of the crank is 360 degrees.

After a checked everything again, with the Crank mark on TDC and the piston 1# valves are closed and piston 2# exhaust valve rocking. The rotor is pointing at the 7 o'clock position. could the rotor be left at that position or does it have to point at the piston 1#. if that so then i would have to remove the drive a tun it to get to allign. if thats what i have to do then how do i take the dist drive gear. do i need special tool. what do i have to look out for.

You don't need to remove the drive, you just want to shift the wires around until #1 lines up with the rotor. Line up the #1 wire and then install the others 1,4,3,2 clockwise.
