The PO I got the car from installed a Grant wheel. The brass ring wore out on the signal canceler because it was rubbing something (found brass dust). I fixed that then the horn started intermittently honking. Took the signal canceler off and it still honks. I think the Grant's mounting adapter may be causing the contact. Could this be anything else? Is this an indication the turn signal switch assembly needs to be replaced?

Did you check the ground wire going through the firewall on the steering column it could be lose,corroded etc.

Since you didn't mention which model year your Bug is I'll assume it is a '71 or later since you have the turn signal cancel ring with brass ring.
(Tip: add your model and year to your signature so it is on every post.)

The brass ring stays in contact with the "wings" on the turn signal switch. This goes back to the horn. This electrically connects the ENTIRE steering column to the horn (-) terminal which measures 12v+ while the ignition is ON. If at any time the steering column is grounded, the horn will sound. This includes the steering wheel since it is bolted to the column. Your column outer housing is grounded. Anything bridging this gap will sound the horn (with your keys in the ignition and the ignition ON, try touching a loose key in the key ring to the steering wheel).

The year would have helped. It's a 73 super. The adapter for the Grant was making intermittent contact with the turn signal switch. I made and installed a small shim/sleeve to provide clearance. It's quite now. Thanks for the help again. It was basically a matter of finding out what was grounding out like you all stated.
