Front Wheel Cylinder Location?

I believe my front wheel cylinder is in the correct location but seems it should be located higher on the back plate

I can't seem to get it bled efficiently..

I attached a pic, is this correct?

if so how the heck do you bleed?

Ive considered swapping the back plates L to R to raise the cylinder, is that possible?

they are on correctly .pic from the vw workshop manual. manual or vacuum method both work. some cars one method works better than others .
if doing the manual 2 man pump method keep the container you use higher .
