i pulled this carb off a customers bus today and the throttle blade hole was soldered shut. whats the deal ? is it supose to be like that? i never seen this before . i would be afraid the solder would come off and go down the engine.

Depends on the solder job, it's a common fix for a 34 PICT 3 when using an 009, SVDA or if the throttle shaft bushings are worn, a pop rivet works too.

solder and brass play well together... that being said I'd drill it out.

Common "fix" for the 009 swapped over a DVDA

The solder is soft and will exit the tailpipe sooner or later.
thats why the injection nozzle is brass and very soft also.

The DVDA, vacuum retard distributor needs more air at idle than the idle circuit on the 34PICT3 carb can supply so the carb was made with a hole in the throttle plate to supply more idle air volume. When the vacuum retard can fails or the dizzy is swapped for an 009 or SVDA then the extra idle air is not needed and will cause the engine to idle too fast and maybe bog coming off idle. The solution is to close off the hole in the throttle plate. Soldering, installing a pop rivet, or even filling hole with JB Weld will work.
