O.K. so I am currently getting ready to build a new 1600 engine for my bug, what i want to know is if i should get any type of machining or balancing done? I don't feel right just throwing everything together right out of the box and expecting it to work perfectly. any advice would be appreciated.

here's a list of what parts i have so far
Autolinea engine case
mofoco cylinder heads stock spec.
mahle pistons 85.5
weight matched connecting rods Empi (made in china) should I be scared?
stock crank
stock dished cam

Your crank, pulley, rods, pistons, flywheel, and clutch need to be sent out for balancing. The crank journals need measuring before assembly, among other parts. Is your crank a German original or some new one?

Your case needs checking and parts need mocking up to make sure things fit properly too.

Everything must be cleaned, inspected, measured, and fondled with love. Nothing can be taken out of the package and bolted on. It is worth the cost to have the rotating assembly balanced.

You can gain HP even using all stock parts by balancing and smoothing out all casting blemishes on the intake and exhaust ports in the heads and end castings. You are not porting them, just cleaning them up. I would use stainless steel valves for longevity.
Even a stock enigne needs to have all the deck heigth to be as close to the same as possible so compression is even in all cylinders.
If you pay attention to every part of the engine, the gains can be a longer running, more powerful engine than you thought possible out of stock parts.
