hhhmmmm, let's see kid in the front seat, no child seat, circa about 1966, bet mom smoked & drank while pregnant, probably let the kids run behind the bug spray fog truck that rolled past in summer as well.

Judging from the high angle of the photo, relative shallow depth of field despite adequate light, and a slight softness of the subject, I must conclude that the photographer was standing atop a mailbox, holding on to a signpost and focusing his Rolleiflex with 75mm lens one-handed.
Definitely not safe!

30-40 years ago when drivers actually paid attention to the road and where they are going yes it is perfectly safe

today- when the dumbass behind the wheel is too busy taking "selfies" to realize the car is even moving then no nothing and no one is safe Wink
