VW Distributor?

Got this with some other parts

Bosch pn' is 0231 167 046

other number is 71hm 12100 aba

Is this for a water cooled vw or something else?

Looks like an 8V motor dizzy for a 1.6/1.7 motor. Possibly a 1.8, but not many of those had vacuum cans on them. It's had to see in the pic, but is there a flat tang on the bottom of the shaft to drove the oil pump?
