The harbor freight IR Gun would be good enough, but as with any new measurement tool you need to check it's accuracy against a known temp to be 100% sure it's working.
If you just happen to need a volt/ohm meter Radio Shack has one that comes with a temp thermocouple to take readings. I think they also have one with a built in IR Gun. I think they are around 70 bucks or so.
I haven't has the need to try it, but trying to get an accurate reading by measuring the end of the dipstick with the IR Gun you will have to be quick because it is surprising how fast it cools once it is out of the oil. It's not going to drop 5-10° immediately, but it will cool off some especially if there is a breeze and you really want the ultimate in accuracy.

The IR thermometer would allow me to test a grid pattern on the radiator to see if there are any hot or cold areas. If I could read the dipstick that would be a bonus

Thinking about it you will be close enough to not worry about it using the IR gun to read the dipstick.

I installed a salvage yard volvo 245 turbo oil cooler on my vanagon. Its a nice stacked plate unit. I used the volvo sandwich plate thermostat and maintained the factory vw oil warmer. My oil pressure problem seems to be cured! I still run 20w50 and need to use saab oil filter since the stock is to long. I just fastened it in the cubby hole behind the passenger tail light. Some day I'll modify and reinstall the air intake snorkle to fit around the cooler lines. I also used the volvo flexible and rigid lines with slight "massaging". I dont think a fan is 100% required to see benefit from an oilcooler.

Yes, I use exactly the same synthetic oil, the OP is using 20w50, not that different
