What does the problem seem to be?

The flashers light up dimly and I can hear the relay buzzing. The emergency flashers do the same thing.

Bad flasher relay?

Share some details..
did this barely start happening? Has it ever worked?

Could be flasher or wiring.
Check the wiring to diagrams, ground connections, etc
If all checks out, replace the flasher

It kind of looks like the contact points in the relay are not breaking the circuit all the way. Relays can wear out over time. Every time the switch breaks contact there is a small amount of arcing which deposits a bit of carbon and roughens them, making it harder to break contact. If this symptom has progressively gotten worse I would look at the relay. If it came on suddenly I would look at the wiring.

We had some heavy rainfall around here lately and the car sat outside for a couple days. At first the flashers would flash really fast, and then slow down to normal flashing rate. Now they just turn on and buzz like in the video.
