I think that you could replace that fender & save some work. It is also going to be rotten on the bottom.

Yeah, I have to agree with you on that. If the front and top are that bad, the bottom rear corner will be at least that bad, and probably worse (the inner structure will be gone at the bottom too).

See Clatters pics of his front fender, where he removed the inner piece of the fender to repair it. Note; you might have to go 3 or 4 pages (or more) back from the current last page to find the pics. He did a nice job of detailing the rust he had on his fender.
