Hard to say if this one in the pic is Nutria ...BUT ??

My car had holes in the rear fenders for flaps when found ....how many two tone (64-65) notches are out there ....maybe

Stenciled in just below the left front blinker. Most likely the P stood for Press vehicle, Pressefahrzeug. The 16 would've been press car #16.
