Plenty of 'good old dogs' have ridden in the beds of pickups, but if my dog were in similar circumstances he'd jump out to play with another dog, chase squirrel, deer, etc. And a buggy is even less restrictive than a pickup.
I cannot imagine any self-respecting dog wanting to stay home when there is a buggy ride in the offing.

Have you, or seen anyone address the safety of a dog?

I have a harness that locks him into a seatbelt ,thousands of miles in open air jeeps with no doors or top and not a single issue ,the buggy is safer as the sides areal leer in relation to the seat .

Yep... Dog harnesses (for riding) are available in major pet stores (Petco) would not take "Patches" anywhere without one...

this is a picture of my mom and her buggy and 2 dogs. my parents have logged thousands of mountain miles with 2 dogs in the back seat. they got the harnesses previously mentioned for both dogs and its a simple quick connect and disconnect with a climbing carabiner. the little white one would turn circles in the back seat and eventually pin its self to the seat and not be able to move so they added a second strap to stop her from spinning but the dogs love it.
as free as you feel in the buggy the dogs feel the same Im sure and its worth the effort.

Aidan riding in the back of the Manx. Always tied down with a leash for very short trips or a harness for anything longer.

I could not start my buggy without "Casey" jumping in. Even if it wasn't running, I'd often find her sleeping in the passenger seat. circa 1970's my first Deserter GT.

this is my Frenchie, Poyo... He sure is a hoot and a half and had his first ride this week. It was freezing cold but he enjoyed having his nose in the wind. It's like having his nose's intake turbo-charged: Smell center overload Wink

It's a Manx. But it grew a tail once it immigrated to the states to fit in. She does not meow with a British accent anymore either.
