Both should have a key if they are for a Beetle intended for the US market. Euro spec Beetles did not have a key slot on the passenger side. |

Basically as h~moto say's, if your car is a stock unaltered US market '65, then yes both front doors should have handles that lock/unlock the latch from outside with the same key as Ignition.
They have square buttons and have a paddle on the end of the lock cylinder that activates the latches to locked/unlocked positions looking exactly like the square button ones pictured in Mr. Mike's link...

How to ID Original German? AFAIK they may not be marked with country of origin. Some things to look for and/or avoid:
Original VW door handle/lock vendors were Huf and AKS, so look for either of these two logos cast into the bases somewhere.
Note the key shape in the above linked reference photo. Original handles will have cylinders that use this type of key blank, and three distinct and proprietary profiles, SC,SU or SV. The profile and code number set will be stamped into the handle base assembly...

Original base material is a white metal alloy that turns darker as it ages and steel parts that are plain or silver cad plated.
-Low cost Re-pops have a brand new shiny look, poor polish, thin chrome and some have yellow anodized steel parts.
