Rate my floor pan rust!

So I knew the driver's side floor pans had some rust. I pulled the seat and carpet and here's what I found.

Looks like PO did a patch on the front section

Behind driver's seat is the worst, there's some kind of putty in there closing a hole through the pan. There is a lot of undercoating under the car in this area.

under rear seat

Seat rails and frame look pretty good from this view.

On a scale from 1 to 10, 10 being worst, How would you rate this rust?

Recommendations on what I should do to fix it is appreciated. A full refurb is a long way off so I'm thinking patching.

On a 1-10 scale, I'd call that 3, maybe 4.
The last pic, by the heater cable, 5.

Scrub with a wire brush, vacuum out the loose stuff, then paint it with Rustoleum ... rusty metal primer then paint.

Then figure out where the water is getting in. How are the window seals?
