The grounding bar with 2 studs on my ABA is all rusty. I am wire brushing the rust away and am about to heavily paint it and thought won't the paint affect the conductivity? (originally was a plated part). Not sure what the options are. I can remove some paint where the hold down bolt attaches, but figure that rust will develop.
Any ideas?

Just clean it and use it. You can paint it, but you will need to remove paint where it contacts block and where wire lugs contact. A bit of grease to prevent oxidation won't hurt.

That's my plan now. Apparently these getting rusty and causing bad grounds is a common problem, I can see why.

Absolutely, grease the heck out of it and make sure you've got clean (no paint) contact. Grease won't hurt conductivity.
