a '67 master is dual circuit and doesn't need a spacer.

This^^.

The spacer is used when other than a 67 OEM master is used, usually due to the high cost of the OEM unit. If you are considering a conversion, many kits use a dual MC from a different year (typically 72-79) that requires a spacer to locate the reservoir cap directly under the hole in the floor.

Google, "VW bus dual circuit conversion" and you'll see lots of kits offered that show all the parts needed.

I did a write up comparison with pictures of the low cost dual circuit master cylinder from AC Industries here: http://www.thesamba.com/vw/forum/viewtopic.php?p=7635207

It has performed flawlessly on our daily driver.

Stock drums on a 67 that already had a failing German dual circuit master cylinder.
