When you set the height of the float on a Dellorto DRLA, do you take the measurement with the gasket in place or with no gasket?

Gasket in place, or, add the thickness of the gasket.
Drla are set at..... 6-7mm i believe

The Dellorto Tech manual I have here says drop the new gasket on then install the needle valve and float. Then set the float level at 5-6mm.
