Strange keyhole in middle of rear left quarter panel

Just looked at a 67 Beetle online and noticed a strange spot on the left rear quarter panel. Upon inquiring owner, he sent me a closeup and said it was a random keyhole inserted who knows when. Strange! Has anyone seen anything like this before? One pic is whole left side and the other is a closeup of the quarter panel.

Interesting. I'm not sure how the car alarm functions. Must be really old, but to drill a hole in the side of the car is unorthodox. I don't know.

No, it was pretty common before remotes were common.
