These are the new generation of Wolfsburg alloy caps as American Eagle started back many years ago cutting the stout down on their wheels, so these caps are taller to make up what they cut off.
Rim / Wheel center opening that these caps will fit (the 3x set screws can be run out for larger holes):
65.5 mm or 2 5/8" Inside to 77 MM or 3" (may need longer than stock 8x32x1/4" set screws)
From the center rim outer edge to inside the cap distance (covers up extended axle end and dust caps): 19 mm or 3/4"
If you have the OEM mushroom (side view) dust caps on the early VW's, or the later dust caps with 2 bumps on the sides, you might will need to change over to the smooth side Brazilian dust caps.
There's 3x set screws per each cap for attachment to the wide range of wheels. A little trick is to use the included allen wrench from the inside thru the hole and then slip allen set screw onto wrench and screw it back into the threaded hole. Use blue Loctite on the set screws to prevent backing out.
Insert the WBC cap into the uninstalled rim / wheel, equally tighten the set screws to the rim hole. If you live in a bad area, you can remove the WBC cap and drill little divots that the set screws hit to get them set deeper into the rim to help from people prying them off.
You place them on the rim and use the short end of the allen wrench to tighten the cap down with the set screws.
Then you install the wheel (with the caps already on the rims) onto the car drums / brake discs.
If you every use a tire shop later on, make sure the tire shop has that allen wrench, hand tap the center caps to test to see if they are lose before you leave their tire shop so if they just slip them on, you'll find it before you lose a cap!
