OHM Checking ext pwr CB

Bench check of my 81 Vanagon external power circuit breaker.
With the ohmmeter selected I am reading 0.0 ohms with a fluctuation when first tested but most of the time the breaker is reading 0.0 with both terminals of the circuit breaker being tested.
I tried a few different grounding positions including the motor but nothing else had the ohmmeter beeping continuously at me other than both terminals of the CB being tested. Please let me know if I tested the CB incorrectly.
