well this job has turned into a nightmare .after several friends examining it the round part is on the wrong side of the square part to rotate look very closely on the back of the round piece are 4 little teflon tabs that ride on the ring on the square part.well I've had to rethink it and remove the adjuster glides to reweld them on the opposite side. The only way the chair would rotate was for the round part to be bolted down and the base ride on the opposite side the way this picture shows it the base would simply fall out
