Pseudo-Euro License Plates

I found these registered Ca. plates recently.... since early this spring I began seeing other renditions of these pseudo-EuroPlates on new cars and have had no luck in finding mention of them on the CaDMV site.
Anyway, I wanted to post in the Ca. YOM thread to see if anyone knew if these are able to be assigned to black-plate cars or not.
