Black wire is the power - inline fuse and connect to fuse 7?
Brown wire is ground and connects to the tree?
Male end on the outside is for illumination? I have no clue on this one.

Referencing my above pic: black is power and can go to #7 with a 16 amp in-line fuse; brown on the barrel to the ground tree?

Suspect you might end up blowing a fuse or two with that setup! :-) Pretty sure both those center connection points are for power to the lighter. The tab on outside body is for the ground wire connection.
Also, believe you generally want to hook a lighter up to one of the connection points on the fuse block that gets its power directly from the battery, and use a 16 amp fuse for that spot. Heavier gauge wire is a good idea as well. |

You need to decide if you want such lighter socket to be "always hot" or just hot when ignition is switched on.
