Do you have any photo editing software? Even the most basic - Microsoft Paint will do this. In Paint, open up your photograph, then under the File menu, select "Save As". At the bottom of the screen that comes up will be a box that says "Save as type" - click on the little arrow next to it, then select JPEG. That'll convert your picture to jpg format. That's the most basic way of doing it. Many other programs will let you vary the comrpession rate of the jpg, all the way down to 10% *(poor picture quality), but it depends on thes software you have for that.
