My 53 bumper has what looks to be 2 original holes and nuts (welded onto the back side) where a front license plate would mount. I'm trying to determine if I need to weld those up before paint or if they are supposed to be there?

They are supposed to be there for Barndoors.
I am not sure when this "nut" stopped. |
