Does anyone manufacture repair pieces to fix the ripped areas on the rear fenders where the bumper brackets go through?

You could transfer the holes from the passenger fender onto a piece of poster board. Then flipped it over for the drivers side.

Before you transfer the hole location. Weld in some new sheet metal and grind the welds down. Then bolt the two fenders together. Use a straight edge to get a pretty good idea where it should sit, then set previously made template on the fender and use a sharpie to designate where to cut.

Cut the inside area out leaving about a 1/16 th of an inch on the inside of the area. Then with a high speed rotary tool, finish to size with a carbide cutting bit.

These work great!
