for some reason its not working I have a brown wire in the center of the steering wheel not connected also the steering colum inside gas tank at the bottom of the steeing colum is not connet where should this two area be connectedto

Well, The Upper wire, should be connected to your horn button, it varies depending on the year, early beetle will connect in the middle of the button, later model ones, with the chrome rings/bars that are connected too, or are part of the horn, the wire will screw on under a screw, and flat piece of copper.
Now, for the lower wire, it connects to a connector at the steering dampner, should be located under a bolt down there. This area is where it gets difficult, cause this is where VW decided to make the transition from the moving steering column to the stationary body. I can't recall how it works, but it's located at the dampner area. You may have to dig through some dirt, but it should be there...unless broken, then get out a manual, and look at it, and make a new connection. Good Luck!
(Test your horn with some wires before you hunt to hard...My buddy worked on his for a couple hours, only to find that the horn was bad...hahaha, shoulda tested the horn first! )
