do they interchange?
also, do they have the same bolt pattern?

yes i think they do. I don't think they varied bolt patterns between cars, just the 5 lug and 4 lug

would the spindles work too?

I have a set of these on the front of my '73. The thing to know is the spindles use the old small thread tie rod ends, a little less robust than later beetle tie rod ends.

Those are spindles are for a linkpin front end.
Spindles look to modified to use a ball joint spindle stub.
If you have stock ball joint spindles you are going to need a bracket or different spindle to mount caliper.

X2 on the link pin set up!

You can see where these have been cut and welded. there is a balljoint spindle mated to a link pin back so the later rotors will fit the spindle but the assembly will only fit king and link pin front suspension.

Boy you guys got good eyes. they look like regular old ghia spindles to me . I have a ghia spindles and rotors on my bug ball joint front end and i used standard 69' ball joint type tie rod ends.
