Depending on how they handle this, it may be better to post in the "Feedback" forum.

Most probably it was not the vendors fault (maybe misinterpreting older info). When you order directly from ATE, you will most probably receive the same off shore produced item.
When ATE introduced their Classic Line a few years ago, they changed to foreign suppliers.
I used to buy (expensive) but great quality og German ATE parts for over 2 decades before that, and I was extremely disappointed to find out the sad news. Same goes for brake hoses, oval beetle wheel cylinders.... There may be other countries of origin mixed in, but probably hardly any German stuff anymore. asfaik. It's a pity they also stopped supply of most if not all master and wheel cyl repair kits and/or cups, seals and such.
The quality of the ATE parts has also become poor. The casting look ugly, isn't properly deburred and I found steel debris INSIDE factory fresh cylinders.
I try to avoid, but when I have to use modern ATE replacement parts, I generally disassemble and inspect/clean them before use.
