Where does that thing go?
Had the rain tray off my '70 a couple weeks ago and don't remember seeing anything like that unless it was at the point where the two drain tubes attach? |

The rain tray's two holes are where the grommets go, then the tubes as far as I can tell. |

I used a two rubber "conduits" for the headlight buckets (only a couple inches from the big end).
Works well. |

Harbor Freight has their "Shorehouse" packages of things like grommets, o-rings, etc. I have several packages of different items, they come in handy. |
