There is a washer like (has little cut outs) around the light switch & wiper knobs on the dashboard. Do you need a special tool to remove the washer..? I need to remove my light & wiper motor & seems like this washer (im calling it a washer, cuz i dont know the proper name) needs to be removed..?

Yes, it's often called an escutcheon. You can make a tool by grinding an old small socket or piece of steel piping or even a washer - check out this thread:

I guess those work too... but I've seen it where the escutcheons can get messed up from those and other less-then-ideal approaches... and scratched paint on the dash from when something slips and goes wild. But if they worked more power to you.
