So I'm too big a fan of the Moon hub caps; I quite like it without them. MY fear now is in the rain or snow, water getting into the drums via the adjustment holes and decreasing my already nonexistent stopping power.

So how would one plug these? Do they make things to do that? Should I just walk around hardware stores until I find something rubber to push in?

PS - We got the brakes working well enough for me to get the car to someone to have a look at them. All I need now is tires.

Even if you plug those holes, water is still going to get in from the back where the drum revolves around the backing plate. The brakes were designed to function in wet weather.

Drum brakes are known for not performing well in extremely wet weather (like driving through deep spots) so if that happens you should apply your brakes a few times afterwards to make sure they still work.

But in normally rainy conditions the water merely runs out from inside the drum and the brakes work fine. It's just an occupational hazard of using drums. If you wanted to eliminate any problem with the brakes due to weather you would convert to disk brakes.

Otherwise if your brakes are still wonky even after you bleed and adjust them you may want to consider getting new brake shoes and maybe new cylinders.

I ran all last winter in Vancouver BC w/o hubcaps, this included over 90 days straight with only 2 days where it didn't rain and 3-4 days of snow. Not one issue.
