| Looks like the inlet for the oil breather tube which is pictured right above of it. |

For what? And should it have a hose connected somewhere? |

What is pictured right above goes into a hole right beside what i marked. And i think that one goes to the idle speed control valve (for letting air bypass the throttle valve i guess).
But yes, i think this is for an oil breather tube. But I don't understand why it has an electrical connection. |

Don't think.
The heating element is part of the oil breather set up that runs from the oil breather tower & runs to the intake hose?
Got Bentley?
Read that & maybe you'll find your answer within. |

You're right. Picture evidence below.
Don't have Bentley, just Haynes.

Splish, Splash your taking an oil bath.
Fix the hose & you'll be good to go without oiling up the outside of the engine. |

There is a restrictor in the hose that keeps air pulses for the crankcase from upsetting the intake air metering. The heater is to keep the restrictor from freezing up when cold.
Buy a length of 3/4" silicone heater hose to replace the failed breather hose. The original hose was not one of the Vanagon's better features. |
