op here and update on the status: i am now officially a 14 foot recreational vehicle. after a visit to deq i went to dmv and found them very accommodating and nice. when i told her it had been listed as 15 feet and was a vanagon, she said " thats not right they are 14 feet" so there ya go. easy end to the story, 54 dollars for 2 years.
