Found where my light and wiper issue is. The ground strap the goes across the steering coupler is not grounding. Yes, I did clean everything. I can run a jumper wire from the body to the pan, body to steering box, or body to pan side of the steering coupler and I will get lights and wipers. Other than that, it will not ground to the steering column side, jumper wire or not.
Tranny to pan strap is new. Negative battery strap is new. Starter and Positive batter cable are both new as well. I have NO issues starting the car. Just no lights or wipers until I run a jumper.
I did just put the body back on the pan, but it is not bolted down yet.
Why is it not grounding to the column? Something dumb, like needing to bolt the body down? |

| Figured it out. It did need the body to pan bolts in. |
