What is the proper way to attach the sides of the bottom seat cover to the bottom of the frame UNDER the seat rails?
Image below for reference of what specific part I'm referring to:

I ask 1. because I see the spikes under the rail but there doesn't seem to be space to do much with them due to the seat rails being there. And 2. because in mine (which I just removed) they were glued onto the seat frame piping when it came to the sides. And I'm pretty sure that's not right.

Pic below is of my seat. Like I said, I see the spikes under there, but would love some guidance as to how the covers are correctly installed under there without interfering with the seat rails.
If it makes any difference, it's a non-walkthrough bus.

The side spikes tap down over the bead formed by the wire, the wire tension does most of the work, the spikes keep it from getting caught in the slider and the tips trap the wire.

Yes, it sort of just sits in the channel with tension from the wire and cover.
The spikes do not go through the material.

There is a thick piece of wire on each side though, poked through the cover so it goes around the wire inside the cover and through those pairs of holes you see in the frame.

Examples:
Wires - As far as I know there was one wire on each side even though there are 2 sets of holes. Both sides of an original seat are shown below.
Adjuster side, wire is coming undone here

Thank you both for the responses.
I'm using WW/TMI replacement seat covers. Should I be looking for a wire inside the old seat covers? Or do the new seat covers come with something already sewn in?

New covers come with twine in the seat cover edge.

The twine is good for using as a pull string to run wire through the channel when you get it.

Occasionally the string will get sewn in place- and can't be used to pull a wire, so... Remember when you were a kid- and the knot on your hoodie's hood came loose? Feeding a wire through is kind of like that- you pinch and pull it through inch by inch if you don't have a pull string. I always bend the end of the 16 g wire over in a tight loop before pulling it through- to prevent snagging. It goes pretty smoothly.

My originals had wire through both sets on both sides. Looking from underneath is a shot of a redone one and how to get it tight by twisting.

Showing both wires twists on one side.

You make a tight long U shape wire and poke it from the outside in over the seat perimeter tightening wire.

Ok, that is very possible too.
The seat above looks like they only did one, maybe someone was sloppy.
