It was location based for everything issued in 1963, then more random after that. All of my black plate cars matched up with the locations if they were older than 63. I imagine more remote DMV offices offices took longer to process their plate inventory. So you might find letters issued during 1968 in a remote location that were offered during 1965 in LA. But as a general rule, after "R", the closer to Z you get, the closer to 1969 you get.

That is my theory anyway....

Good luck!

well put, and don't forget the $$$. I committed 2 1/2 years and a great deal of money on my westy build.

I don't think anyone who hasn't done a Westfalia resto has any idea what it takes to do one.Its nothing like a panel or even a deluxe and if you are planning on reselling, it had better be all there and correct if you want good money for it- Westy folks are notoriously picky.

Yes, black plates were 63-68. Since the plate starts near the end of the alphabet (X) it was probably registered with that plate in '68.

The PO Told me that they bought it in '67, drove around EU for a year, imported it and registered it in '68 in LA.

Almost looks like a 100k badge:

I don't know what that is in the original photo but the 100K badges are pretty small, not much bigger than the size of that little handle.

Look how shiny the red paint around the popout is.

That could easily be "foxing", a mishandled/dirty negative or a printing error

Printing smudge is my guess. Zoom in on the photo of the spot - this photo has a very distinct pattern in the print, almost like pixelation, and the spot does not have the same pattern that's evident throughout the photo (actually it appears to have no pattern at all).

Killer bus...look forward to the updates.

Is it a Stewart Warner heater in that bus?

I suspect that seat is not original to the bus. I'd expect it would have come with kombi unpleated upholstery.
