Ive installed a fram oil bath filter on my okrasa motor, its taps inline with the oil pressure switch and drains back into the distributor stud fitting back into the case. At idle when engine warms up the oil light comes on. When i rev motor up it goes away of course. Everything seems to be running fine but this is just annoying and dont want to damage the motor. Also do i ad more oil rather than the 3 quarts it would take without the filter? I would assume so.

Hi. I would look at the by-pass filter set-up and assure that there is a very small restrictor in the outlet from the filter housing, return line, or fitting on the case. The by-pass filters only a very small amount of oil for two reasons. 1 because you are taking oil that won't directly get routed toward the bearings. 2 because if you restrict the volume of oil thru a filter you can have a better/more efficient filter.
I run a Baldwin by-pass filter on my bus and the drilling in the exit to this filter is approx. 1mm, or about .040" dia. People smarter than me have actually measured the volume of oil thru a by-pass filter to actually determine this drilling dia. You can find a wealth of good info on the basic by-pass filter on and they have a dedicated section for this.
Your own diagnostics can include the following:
1- Disable the oil filter and see if your symptom goes away.
2- VW has a basic procedure to check the oil system's ability to produce pressure. The test is with the oil temp at 160 degrees, at 2500 rpm, with 30 wt oil the minimum oil pressure is 28psi and the new spec is 42 psi. I am not sure how closely this applies to your Okrasa but lacking specs this might be a good start. You can perform this test to verify if the added by-pass is letting too much of a volume of oil thru the filter.

So i bypassed the oil filter and oil light was working as it should. I connected fram filter back up and light staying on again, and it also blew out my oil cooler seals.

Same as posted above.
Make sure the inlet into the canister itself is reduced compared to the outlet in the bottom of the canister otherwise it will pump too much oil too quick to the canister, blow seals and starve the motor of oil.

Your last post indicates that it's not been reduced at the start and the oil is going straight into the canister and not everywhere else.

Yep .. sounds like you need to move the 1mm restrictor from the return side to the inlet side.
