If connector has been replaced, possibly ground to base of steering column?

A VW installed ground wire typically would be brown. (Looks almost black on my screen) |

I think I like your suggestion.
I forgot to point out the channel that is part of the metal floor where the wire lives. Because there is only one channel I figured it would be obvious to someone what it is for. The wire is brownish. |
