I've been searching and trying to remedy this for about a week, but I'm looking for some direction rather than throw everything at it.

So the van(1991 2.1) will start with a fully charged battery if it's cold. After about 15 seconds it will die. If it starts and I give it a little gas for about 20 seconds, it will remain running. However, if after a few minutes, I turn the engine off the engine will not restart. And if I plug the trickle charger in its at about 75%. The fuel pump will always buzz for 1-2 seconds.

During the cold start after maintaining the throttle for 20-30 seconds, it will run and idle around 1400rpms.

I have a new fuel filter coming to install, but not sure where to go next.
Starter?
Temp II sensor?

It could be many things, but start with the simple things first. You engine turns over so it is not your starter. I would try unplugging your O2 sensor and see what that does. If the same result, then I would move to temp Ii sensor. Test it's resistance using an ohm meter and see what it reads. The Bentley manual, or Pro Training manual has a chart that shows what it should read. If not correct then replace. If that is ok, then test AFM, and the fuel pressure. Also, try and check the voltage at battery or alternator when running. Should be above 13 volts.

O2 did it. Now I just need to get the seemingly original O2 sensor out.

There may be nothing wrong with the O2 sensor at all, but something else keeping all the cylinders from producing similar emissions. I would start with the simplest things, like dumping a bottle of FI cleaner into the fuel.

Actually your O2 sensor shouldn't have any effect on running until the engine has warmed a bit.
