So I’m changing out the transmission to a freeway flyer and decided to clean & paint and do some trimming on the shock tower to lay out a little better. After taking all the dirt & grime off I noticed these sloppy welds and splatter everywhere.....

I would say that's factory weld.
They weren't to concerned about looking pretty under there. |

Factory - if you look closely at a bone stock car - you'll see weld splatter, paint runs, missing paint, etc. They were built quickly. |

Factory welds. I had some on the body at the cowl panel that were factory and a bit sloppy. You can't see it when it is assembled. |

Agreed Factory. You can spend a few days doing some clean up of them for that "Clatter look" if you want. |
