I recently developed an issue with my turn signal which has slowly gotten worse. At first, the turn signal would intermittently buzz when I signaled left. This would only happen on occasion. After a week or two, the buzz went away but now the turn signal indicator on the dash stays solid if I turn left or right. It will stay on for about 20 seconds after I signal. The indicators outside are not on. Again, this is intermittent. It seems to work properly when the van is cold, and malfunction when it is hot and driving. It seems like a ground issue somewhere. Emergency flashers works even when turn signal does not.

Another symptom. The ecu voltage drops signifigantly. I have a voltage readout. While driving the other day, I activated the turn signal, the indicator stayed on, and the ECU died. I believe the voltage dropped below the ECU power on threshold. No throttle response. I pulled over and restarted the van. The ECU and the rear tail lights were sharing the same ground. After that issue I moved the ECU ground to its own post but it didn't seem to fix the problem.

Another symptom. When this issue is happening, the van will stall whenever I put it into reverse(manual). Maybe something to do with the reverse lights, or reverse light switch.

Any advice would be appreciated. Where should I start looking?

I think you have a short circuit someplace. Time for the wire diagram and volt meter for some snooping around. First places to look I think are at the lamps.
