Other than some modern interpretations - like Dakota Digital or similar, your only shot at finding the one in the ad is to watch the swaps and the classified ads. Look in places that aren't "typical VW" too, I have found some great VW parts at "American" hot rod type swaps because often times the seller buys whole lots of parts and things like this just get mixed in and no one knows exactly what it is.
Consider using the image you posted to put up a classified ad here on TS too.

which begs the question how many potential customers are out there- either still driving or drivable or sitting in some stage of restoration- beetles whose owners would be interested in purchasing one or similar- seems like a great idea for individuals/shops with the means to create one of these

They are out there.....pretty Hard to find, and even harder to cough up the $ for one of those working.
I have owned maybe 6-8 of these 3-1 gauges and they rarely work and I seriously tried hard. If you find one and it works, it will they work inconsistently and poorly - until you find a brand new one.

If you buy a used one assume it won't work.

i think the smart money would incorporate the extra needles in a re-design of the speedometer- vw did it when they put the gas gauge in there
