Does anyone know if there are mounts out there that would work for a hi lift jack on the stock front bumper? Not the chrome bumper but just the black steel one?

The stock "bumpers", whether steel or fiberglass, were non-structural bumper covers concealing the structural bumper. If you want to jack from the front or rear of the van there would need to be a jack mount attached to the structural bumper.

I've often thought of welding mounts like the one below to provide a jack mounts at the front and back of the van. Say, mount four of the circular mounts, carry one jack and lift the corner that needs to be lifted. That sounds similar to your farm jack idea.

PS: Not at all sure which “black bumper” you mean, any black steel bumper is probably aftermarket but may be exactly what is shown in the link.

It's too flimsy, you'll have to make some sort of factory fog light brackets that go around the bumper to the chassis, for the front.
For the rear using the bumper brackets as anchors.

Yeah, no way that would work for the front OEM bumper that I'm hoping for.

Yes you can make it work. I bought one similar to the GW one, but a lot less $ (found online, sorry don't remember where).
Requires drilling holes through the front crash support that is under the flimsy stock bumper. Add a spacer on top of that to match the void between body and bumper and then match holes through bumper. Attach with bolts long enough to pass all the way from top to bottom.

I installed one on the front of my Westy; even though it has a RMW bumper, the mounting is the same, as the RMW bumper is plate steel and not strong enough to support a 2" receiver. Bit of work but end result is very sturdy.

I use mine for either Hi-Lift (using the GW adaptor) or a pressurized water tank:
