Rebuilding a high mileage/age carb is beyond most DIY.

Back in the day you got a kit of good rebuild parts, now you get crap.

You also need a gauge and synch to get them set back up right.

Ok. So this could be as simple as a stuck needle valve given how you're describing the spot where it's leaking from. Have you removed the lid from the top of the carb and checked the float?

Fuel filter in the engine compartment and no clamps on the fuel lines either.... that thing could burst into flames in a matter of seconds.

In DC cars from 1968-83 have to pass an idle emissions test. I just got my bus inspected recently and it passed with flying colors.

Not sure how big your purse is, but maybe consider buying another bus as a parts bus and take the fiberglass top and other cool parts off the bus and use it on yours?
